The Commonwealth Secretariat was established in June 1965 by a decision of the 1964 Commonwealth Heads of Government Meeting. Prior to this date intra-Commonwealth affairs had been administered by British Civil Servants. Arnold Smith was a Canadian diplomat, who served as High Commissioner to Britain from 1956 to 1958, and as Ambassador to the Soviet Union from 1961 to 1963.
